Revenue
Department (RD) is the highest tax collection agency under the Ministry
of finance in Thailand. Its responsibilities are to collect and administer
the taxes. Revenue Department has been using IBM mainframe for past 10
years for their IT requirements. These applications were developed using
Cobol and SQL/DS. The existing applications are in batch and do not provide
much data retrieval capability to assist auditors in data processing or
audit criteria to tax returns. The government embarked on a program to
modernize the Revenue Department by employing new technology. Two of the
applications, Value Added Tax (VAT) and Special Business Tax (SBT) are
being re-developed in J2EE environment. The project involves full software
development life cycle i.e. Requirements Study, Detail Design, Development,
System test and Implementation. The system requires handling of large
volume of data related to filing of tax returns. For this reason, the
project requires a specified performance criterion to be met. The tax
calculations are complex and the system requires interfaces with various
other applications. The prototyping approach is being followed for capturing
the user requirements. As these applications are for the government department,
the user interfaces (screens and reports) are going to be in Thai language.
The project involves translation of user interfaces in Thai after the
development of the system in English. The application will be designed
and developed based on multi-tier architecture. The application will use
a browser based thin client that will display forms and menus. The client
will forward all its requests to the web server, which will service the
request related to the display using either Java Server Pages (JSP) or
HTML files. The request that relate to database processing or application
logic will be forwarded to VAT / SBT application server. This server will
use Enterprise Java Beans (EJBs) to service these requests. In case the
business / application logic require access to the data, the data will
be accessed from the database server using JDBC. The following application

November. Extensive customization was done for
all the modules, to provide Loctite with just
what they needed. The front end used was Visual
Basic 6.0 and the Back end deployed was Oracle
9i.

Inhibiting switching congestion and preventing
its spread. The Network Management and
Surveillance System comprises two principal
components namely, Network Traffic Management
and Transmission Facility Management Systems.
Network Traffic Management System takes care of
monitoring the traffic in the network and taking
corrective action for controlling the flow of
traffic in order to ensure maximum utilization
of network capacity. It also provides a display
of local exchanges (switching network) alarms.
It further carries out Network performance

The Directory Services
System (DSS) is a software package to provide an
on-line information directory. It gives an easy
access to stored information in the same way as
the printed telephone directory but is much more
efficient. DSS provides a distributed directory
database which is based on the Consultative
Committee for International Telephony and
Telegraphy (CCITT) X.500.In DSS there are a
number of servers known as Directory System
Agents which each hold a portion of the total
directory. The DSAs communicate between each
other, using an X.500 defined protocol called
Directory System Protocol. DSP enables directory
requests to be conveyed around a network of
DSAs. Users access the directory via a Directory
User Agent (DUA). A DUA communicates with a DSA,
using an X.500 defined protocol called the
Directory Access Protocol (DAP). Usually a DUA
will communicate with the nearest DSA, but it
has the option of connecting to any DSA in the
directory. The database display is organised in
compliance with telephone industry standards of
alphabetisation. The complete database is
partitioned, placing Business, Residence and
Government listings in separate groupings.
Special provision is made so that certain
entries (e.g. doctors) can be retrieved with
either a Residence or Business search. This
arrangement greatly simplifies database
searches. The database is further oriented to
use of locality identification. Another feature
of the database is the capability to utilise
special groups/lists other than Business,
Residence and Government. These specialised
groups/lists can be Emergency Numbers,
Frequently Called Numbers etc. The main
directory database is distributed and can reside

potential bottlenecks in the network. It was
also required to develop and define a Problem
Management Plan to ensure that all the problems
are reported, recorded and tracked till they are

Care application. The bottleneck being the
availability of bandwidth in their existing
network to support the ever-growing number of
Hutch mobile users. For the purpose of reducing
bandwidth requirement and its optimum
utilization, Infotecnics proposed thin client
technology using Citrix Metaframe Xpe.
Infotecnics proposed Citrix not only for Hutch's
Customer Relationship Management (CRM) but, also
for other critical applications like Point of
Sale, Sales & Support and remote
connectivity of their Franchisee Network to the
central server at Delhi. The contract was
awarded to us (partnering Compaq-HP) on the 11th
of July, 2002, against stiff competition from
Wipro (partnering IBM), which had an edge over
us, since they had already implemented a similar
solution for Hutch Mumbai. The contract includes
implementation of Citrix on over 200 Thin
Clients ( Compaq T20 ) and PCs, supply and
deployment of 5 Compaq high end SMP Xeon Servers
as Application & N-Fuse Servers. The
contract requires us to implement Citrix on
these servers and port Hutch's existing
application software as well. We have also
undertaken the responsibility of maintaining
these servers and Citrix Application on 24 X 7
coverage for the next three years. The total
contract value is INR 8.2 million, with 1
Million for services and maintenance, 3 Million
for Citrix Application and balance 4.2 Million
for hardware
supply.

The existing network at DSE
was designed over five years ago with the
technology in place at the time. The technology
available today has vastly changed the senario
of access & control to networks, specially
so for the financial sector where security, up
time and scalability are crucial to the
viability of the organisation. We identified the
following areas of concern in DSE's existing
network: No provision to identify and restrict
the users to one IP address. There is every
possibility of duplication of an IP address on
the network. Possibility of duplication of the
IP address of the Tandem Server leading to a
complete shut down of the system. No single
point of network management and control.
Uncontrolled addition of devices like hubs,
switches, routers etc. without a unified plan
changing the network topology thereby,
increasing the load on the system and degrading
the network performance. No Directory Service
available to manage the network and its
resources. No way to detect and prevent unwanted
broadcast, which may arise due to faulty Network
Interface Cards. Also, no provision to prevent
Frame Errors and data corruption. No way to
prevent access of unauthorized users to the
network resources. Remote connectivity via
Dial-up and VSAT not secure. To address all
security issues and future expansion plans
including shifting to new premises at Asaf Ali
Road, the solution proposed was built with
minimal changes in the current set up. The best
solution was one, which does not alter the
current set up and guarantees 100% security of
the network. However, the existing shared hub
based network would have several drawbacks,
which could be overcome only by opting for a
switch-based network incorporating Sandards
based Layer 3 Security. Some of the advantages
of such a change were as follows: A 100% secure
network through mapping of Port, IP and MAC
addresses, hence preventing unauthorised access
to the network resources. Providing Firewall
& Radius Security for remote (V-SAT &
dial-up) users. Minimum number of points of
failure on the network in case of Chassis based
solutions. Standards based (not proprietory)
Layer 3 security in a box. Greater scalability.
Higher port density, providing options for
Gigabit technology. Complete redundancy across
the LAN. High bandwidth of 400 Mbps at the
Network backbone, providing higher throughput to
all connected member brokers and decongestion of
network traffic. Connection of all Servers to
the network on 100 Mbps links. Providing network
management & control features (currently
non-existent), right down to the member-brokers
PC. Our solution revolved around two CB9000,
Layer 3 Switches with 16-slot chassis - one each
in the DSE House (New Building) and the DSE Old
Building in a manner, which provided a single
point of management and control. These chassis
were loaded with redundant power supplies,
redundant 48 Gbps switching fabric &
redundant Layer 3 switching module - giving
fault tolerance on each module. The 48 Gbps
switch fabric with 56 Mpps layer 3 switching
module, switches the traffic at wire speed. The
Layer 3 modules used in the two chassis are 10
port 10/100 fibre modules. The two buildings are
connected over 4 x 10/100 links over fibre links
such that four cores from each fibre are used to
connect to two ports at the two Layer 3 fibre
modules at the two chassis & tagging the
four ports in a single logical link giving 800
Mbps throughput on Full Duplex. The four links
would act as fault tolerant links to each other,
such that in the event of one link failing, the
others would still work. For LAN connectivity,
there is a provision for 396 number of 10/100 Tx
ports in DSE House and 288 10/100 ports in the
DSE Old Building. The design further provides
for fault tolerance of all servers, in event of
the unlikely failure of one module while keeping
them all in a single VLAN. Checkpoint is used
for Network Security as the Firewall on
redundant Sun UltraSparc Servers connecting the
two VLANs - one for Servers and the other for
LAN/WAN (dial-up) users. This arrangement gave a
secure environment where all dial-in users and
local Trader Work Stations & internal LAN
clients get authenticated first and then go
through the Firewall to access the servers. The
Network Management was provided by utilizing
Bullsoft's Open Master a leading Enterprise
Management Software having more than 32000
installations globally. This modular software
provided for IP Discovery, LAN/WAN control,
alarms, statistics, software delivery, Help
Desk, user management and software back-up.
Using this software DSE would be able to
centrally monitor traffic & new devices on
various segments, network utilization, failure
statistics, trend analysis, alarms etc. Further,
DSE would be able to carry out software
delivery, installation and configuration on
local as well as remote machines; define &
customize user menus and reports; measure
application & network response times;
define, monitor and dynamically control Service
Level Agreements.
